REGULATION




Purpose
The festival aims to promote the documentary film and video form and to increase the international debate and cooperation on the genre.

Organization
It's All True is organized by the Associação Cultural Kinoforum.

Period
The 6th edition of It's All True will be held in São Paulo and Rio de Janeiro, Brazil, on March 29 - April 8, 2001.

Type of Film festival
Open Competition.

The 6th It's All True will feature the following program items:
  1. International Competition

  2. Brazilian Competition

  3. State of Things - a non-competitive program showing the diversity of the present non fictional production.

  4. Retrospectives - the festival celebrated in the previous editions the work of filmmakers as Santiago Alvares, Marcel Ophuls, Jon Bang Carlsen, Johan Van Der Keuken and Walter Salles. The 2001 retrospectives will be later announced.

  5. Special Programs
Eligibility
Films and videos satisfying the following conditions are eligible for the 6th It's All True:
  1. Films and videos which their producers intend to be documentaries.
  2. Films that have 16mm or 35mm exhibitions prints and videos that have Betacam or Betacam Sp exhibition tapes.
  3. Video documentaries in other exhibition formats can only be submitted for the non competitive program.
  4. Films and videos of any running time will be accepted.
  5. Films and videos that have been produced after June 1999.
  6. Films and videos that have not been released publicly in Brazil prior to their showing at It's All True (Brazilian films are exemption of this rule )

Entry Submission
  1. Entry fee - free
  2. Application period - entry forms, information requests, and video cassettes should be sent to the festival office before January 15, 2001.
  3. Pre-selection - each entrant shall be required to submit a filled-out entry form and a VHS cassette of the film along with two photos and a complete English dialogue list of the film or video. Entries which not fulfill all the documentation requested shall not be considered.
  4. Electronic Subtitles - the films and videos will be presented with Portuguese computer subtitles. So it is extremely necessary that you send us a VHS tape with the final cut of your film or video, along with English subtitles list . In case the language of film is not English, we would like to have a copy with English subtitles so that our international jury and guests will be able to understand the films and videos.
  5. Return of video cassettes - the video cassettes submitted to he Festival normally remain in the Festival archives just for cultural and no commercial activities and it will only be returned upon request.
  6. Internet - with the entrant permission, all information requested will be made public on the It's All True Internet site.
Selection
  1. International Competition - at least 15 films or videos will be selected among all the entries for the 2001 It's All True international competition.
  2. State of Things - at least 12 films or videos, international and Brazilian, will be selected for the non-competitive showcase State of Things.
  3. Selection results - entrants shall be officially notified and invited by the Organizing Committee of the Festival by February 19th.
  4. Promotion - a beta tape should be sent to the Festival office by March 12th.
Sending Procedures
  1. Deadline - the deadline for receiving prints and tapes of selected films and videos is March 12th, 2001.
  2. Shipping instructions - preferably the print or tape should be sent through the Embassy or other official representation of the country concerned. In case you do not use the diplomatic facilities, we recommend using courier services or air freight. The package should be labeled "Only for cultural purposes, no commercial value, and total value declared at most U$ 10,00" (no higher amounts will be accepted by the festival organization) The festival will be responsible for any damage or loose.
  3. notice of shipping - the directors are required to inform the festival office by fax or e-mail of the date the print or tape have been sent, how they have been sent as well as the name and address of the entrants and AWB number.
  4. Returning of the prints and tapes - the films will be returned within two weeks after the festival unless other arrangements have been made. The cost of returning the films will be on the organizers.

Jury
Two juries (International and Brazilian), will select the winning productions and distribute the prizes. Three members invited by the Festival will compose each jury..

Prizes
The juries shall award the following categories with a trophy and an amount of money:
Best International Documentary
Best Brazilian Documentary
Special Prize of the Jury for Brazilian Competition

The festival organization may create a specific prize to short film or video documentaries in case more than 1/3 of the selected titles have this format (running time less than 35 min).

The event is also open to other partnerships with different documentary promoters that will result in different awards to be announced during the closing ceremony.
