Shot between 1999 and 2001 and divided into three parts, this documentary explores details of the dramatic transition occurred in China, from a long-established state-controlled centralized economy to a free market economy. One can clearly observe the decadence of the Tie Xi industrial district, one of the hardest-hit areas of Northeastern China, formerly a symbol of strength of the national socialist economy. Factories close down, workers lose their jobs and homes, and are forced to relocate without anywhere to go. Many residents live off the sale of scrap from demolished factories, and many have health problems and no fixed income. These people represent the most tragic expression of the end of an era that produced millions of destitutes in the name of modernization.
