Settled on about 1,500 km of rivers and streams, in its history marked by accelerated growth and advancing human occupation, the city of São Paulo has transformed itself into a peculiar case of transforming water into a solution as much as it is a problem - as a source of energy and profit but also garbage, pollution, floods, health problems, and traffic jams. Through interviews with specialists like Raquel Rolnik and José Galizia Tundisi, and city dwellers like screenwriter Fernando Bonassi, the film analyses the history of a conflicted co-existence marked by rerouting rivers, real estate speculation, and irregular housing.
