In October 2005, when documentary filmmaker Felipe Lacerda begins to follow the setup of a crisis cabinet to address problems caused by a drought in the Amazon, he discovers the tip of the iceberg in the mechanism of government welfare. Investigating the influence exercised by a delegate connected to the Amazon state government, the filmmaker infiltrates villages around the region of Boas Novas (Amazon State). There he finds a perfect character in local politician Quinho to reveal (many times inadvertently) some peculiarities of the Brazilian political establishment. Surrounding this politician is a patronage network that does favors, gives free transportation and meals to voters on election days - which is prohibited by law - and even money.
