Maintained by successive Puerto Rican governments against citizens considered troublesome since the war of independence with Spain in 1898, the country’s secret files come to light in the 1990s. Thousands of them are exposed in a book, which reaches the hands of their victims. Four of them tell their stories in the film, showing a process of spying that especially affects members of social movements and supporters of autonomy from the USA, of which Puerto Rico is an unincorporated territory.
